Israel has eliminated most of its import quotas, except on a limited number of agricultural products, which are maintained under Israel's international agreements, including Annex 5 of the WTO Agreement on Agriculture, bilateral Free Trade Agreements, and ozone depleting substances under the Montreal Protocol.
The system manages the allocations of import tariff rate quotas (TRQ's) licenses through designated committees in the Ministry of Industry Trade and Labor (MOITAL) and the Ministry of Agriculture (MOAG) which are comprised of government officials. In general, the allocation of quotas for the importation of fresh produce is managed by MOAG, while MOITAL is responsible for the allocation of quotas for the importation of processed food produce.
